AltCap is proud to advocate for forward-thinking, impactful policies that strengthen small businesses and the CDFI community.

Having served over 1,000 small businesses, AltCap stays up to date on the modern challenges entrepreneurs face. We put this knowledge to use when evaluating public policy, and share it with policymakers so they can craft legislation to best serve our communities.

AltCap is grateful to be a part of several networks of different mission-aligned organizations who strengthen our policy goals, including the Opportunity Finance Network, the CDFI Coalition, and the KC CDFI Coalition.

Legislation on Our Radar:

Federal

  • This bill permanently reauthorizes the CDFI Bond Guarantee Program and reduces the minimum issuance amount from $100M to $25M.

  • The bill would bolster the role of the CFPB in policing small business financing and bring enhanced transparency to small commercial originations.

  • AltCap supports the permanence of the NMT program so long as at least 50% of NMTC awards go to CDFIs and no more than 25% go to national-erving non-CDFIs.

Missouri

  • AltCap supports increasing funding for the MOBUCK$ program and asks that CDFIs be eligible recipients of the program’s capital.

  • AltCap supports policies such as the Right to Start Act that facilitate small business creation by removing unnecessary fees and bureaucratic red tape.

  • AltCap supports policies that add financial protections for small businesses. Despite the State’s good-faith attempt to increase these protections, AltCap will not support a policy that does not require the disclosure of the Annual Percentage Rate (APR).

Kansas
